Mary Belle Barbara Foelker Scoggins, 86, passed away after a short battle with cancer on May 2, 2015.  She was born on December 3, 1928 to Walter and Rose Foelker.  She was raised in Rio Hondo where she graduated High School.  She attended Southmost College in Brownsville and pursued a career as a phlebotomist.  Mary Belle married Robert Milton Scoggins on September 3, 1950 at St. Helen’s Catholic Church in Rio Hondo.  She was a homemaker and raised their four children in their home in Rio Hondo.  In 1981, they built a home in Harlingen and Mary Belle became a member of St. Anthony’s Catholic Church.  She enjoyed playing Bridge for many years, and working in her garden.
Mary Belle was a member of Harlingen Junior Service League, P.E.O. Sisterhood Chapter FE, The Twelve Thirty Club, member of the Ladies Life Begins at Forty, St Helen’s Catholic Church Alter Society and choir, and Phi Theta Kappa sororiety.
Mary Belle is survived by her loving husband, Robert, of 64 years, her four children: Robert Edward (Rita), John Taylor, (Lynn), Susan Marie, and Carol Ann (Wade) Ford.  She is also survived by 5 grandchildren:  Robert Craig, Christopher Grover, Victoria Rose, Brian Taylor (Meagan), and Elise Ann; and 3 great-grandchildren: Heidi Lissette, Nathan Kyle and Emmett Taylor.
Mary Belle is survived by 5 siblings:  Fr. James Foelker, OMI; Ann Rita Graham, Marjorie Stehling, Carolyn Hosler Sliven and Jenrose Foshee.
She was preceded in death by her parents and her brother, Edward Foelker.
Visitation will be held Tuesday, May 5 at Buck Ashcraft Funeral Home in Harlingen Texas from 12:00 noon to 9:00 p.m.   A Rosary will be recited by Ann Rita Graham that evening at 7:00 p.m.
Funeral mass will be celebrated on Wednesday, May 6 at 10:00 a.m. at St Anthony's Catholic Church in Harlingen, and will be officiated by her brother, Fr. James Foelker, OMI and Fr. Larry Klein.  Burial will follow at Mont Meta Memorial Park.
Pallbearers will be grandsons Robert, Christopher, Brian, and nephews Jim Foelker, John Foelker, Walter Graham.
